The Penn College Pre-apprenticeship model provides an overview of the foundational technical knowledge and skills in an industry sector. The pre-apprenticeship is intended for individuals who are exploring a career path prior to entering employment or training.
Each Penn College Pre-apprenticeship
- focuses on an industry sector with high demand for a skilled workforce,
- aligns with an industry credential,
- reinforces classroom learning with hands-on skill development,
- groups pre-apprentices in a consortia creating a supportive learning experience, and
- engages employers who offer potential employment and apprenticeship opportunities.
Each Penn College Pre-apprenticeship is registered with the PA Department of Labor and Industry and is aligned with a Penn College registered apprenticeship program.

Pre-apprenticeship Programs
Penn College Workforce Development currently offers the following pre-apprenticeship programs:
Advanced Manufacturing Pre-Apprenticeship
The Penn College Advanced Manufacturing Pre-apprenticeship (AMP) Program is designed to increase knowledge of manufacturing concepts and skills, and to expand the number of prospective employees choosing manufacturing-related career pathways.
Emergency Medical Technician Pre-Apprenticeship
The EMT Pre-Apprenticeship program will prepare participants to become industry-ready personnel for career and volunteer EMS agencies, as well as the opportunity to work in the hospital for some health systems. The program incorporates a flipped-model EMT program, the American Heart Association Pediatric Emergency Assessment, Recognition, and Stabilization (PEARS) program, and the NAEMT & American College of Surgeons' Prehospital Trauma Life Support Program (hybrid).
This program is valued at $2,800.00 and is currently eligible for 100% grant funding.
Pre-Apprenticeships: A Head Start to Success
The number of unfilled manufacturing jobs has been growing nationwide for years. Pennsylvania is a case in point with more than 120,000 available manufacturing jobs at the beginning of 2023, according to Burning Glass Technologies. At the same time, Pennsylvania is leading an effort to reverse the trend with innovative programs such as state-approved pre-apprenticeships through community colleges and other local organizations.
